Ron Trowbridge, Chairman-Owner
Trowbridge was named chairman of Blackwatch in 2018. He brings to the company seasoned operations and business development experience in the defense and civilian sectors of the federal IT and engineering services marketplace.
Trowbridge’s background includes executive experience with large (Sperry Corp. and United Technologies) and small enterprises. He led the development of RS Information Systems Inc. (RSIS) from a small $10 million company with 85 employees to a company with 2,000 skilled professionals serving a diverse government client base nationwide. RSIS was one of the fastest growing companies in the country, making it into the Washington Technologies Fast 50 an unprecedented eight years in a row. Trowbridge led the sale of RSIS to Wyle Corp.
After the RSIS sale, Trowbridge remained an owner and partnership consultant for Energy Enterprise Solutions (EES) LLC, a populated joint-venture company specializing in high technology solutions for the U.S. departments of Energy, Defense and Homeland Security. EES achieved revenues exceeding $1.7billion over the seven-year life of this joint venture agreement.
Trowbridge holds a Bachelor of Science degree from the University of Wisconsin and is a graduate of the Yale University Executive Management Program. He is a Life Member of the U.S. Navy League and the Armed Forces Communications and Electronics Association.
Clifford Webster, President
Webster is a successful IT entrepreneur, executive and advisor. After holding key engineering positions with leading IT companies, Webster founded Webster Data Communication in 1998 as a one-man shop. Over the next 12 years, he grew that business into an award-winning, 100-person company with double-digit annualized growth. He sold Webster Data Communication to STG Inc. in 2010.
After a 7-year run as a merger and acquisition advisor, Webster has turned his attention to Blackwatch International Corporation. His personal mission as president is to provide superior services to the government arena supporting the mission by bringing structure, transparency and integrity to the process.
Jeffrey Offutt, Director of Contracts and Corporate Services
Offutt is an extremely knowledgeable contracts professional with 18 years of direct contracts and claims management experience, comprising eight years working with advanced and complex U.S. government (FARDFARs) contracts and 10 years working on international contracts.
Offutt has extensive skills leading and managing international and domestic contracts (both prime- and sub-contracts) and contract management teams on large-scale projects. He is experienced in claims management strategies with a proven record of cost savings favoring the company.
Likewise, Offutt has significant experience in the tender and proposal preparation processes and the follow-on negotiations including contracting strategy, performance, risk mitigation, pricing, scope and schedule requirements.
Offutt holds a B.S. in business and marketing from Azusa Pacific University and an M.S. in acquisition (procurement) and contracts management from Florida Institute of Technology.
Kevin G. Tucker, Vice President for Proposal Development and Knowledge Management
In addition to leading all proposal efforts, Tucker organizes and maintains a corporate “knowledge base” of Blackwatch’s past performance and marketing information and assists with other business development and capture initiatives. He has held similar positions with multiple federal IT contracting firms since 2002.
Tucker has more than 25 years of experience in the federal IT contracting industry and is an expert in corporate communications practices. He has directly supported federal agencies such as the U.S. Customs Service, General Services Administration, Government Accountability Office, U.S. Postal Service, and National Aeronautics and Space Administration (NASA).
He also is a skilled editor who has written for NASA’s HQ Bulletin, the Federal Aviation Administration’s Aviation Safety Journal and The Dallas Morning News. Tucker holds a master’s degree in telecommunications from George Washington University.
Charles A. Russell Jr., Controller and Director of Finance
Russell leads the corporate accounting, finance, business planning and pricing functions at Blackwatch, in line with supporting the company’s strategic growth plans.
He is a deeply knowledgeable accounting and finance leader with more than 25 years of progressively responsible experience in the federal contracting space, focused on implementing solutions across the full range of cost accounting, pricing, budgeting, program finance and compliance concerns. Russell has supported the strategic growth plans of federal contractors using his extensive knowledge of the proposal process, cost-estimating, risk mitigation strategies, indirect rates, CAS and FAR compliance, and operations analysis.
Prior to joining Blackwatch, Russell served as chief financial officer of Discover Technologies LLC and as vice president of finance and contracts at Lunarline Inc. In addition, he held senior positions for multiple small business federal IT contractors and also managed program teams engaged in providing accounting, financial and procurement support to government contracting officers for a management services contractor. Russell began his career in accounting and finance roles with Computer Sciences Corp. and Northrop Grumman, and as a senior manager with a regional CPA and consulting firm.
Russell received a double-major undergraduate degree at the College of William and Mary and earned an MBA in finance from Johns Hopkins University.
George Nagy, Sr. Vice President of Corporate Development
Nagy is a proactive and insightful business leader possessing the strong technical capability and relationship-development skills needed to successfully manage complex client programs. He is experienced in spurring business growth through proper alignment of corporate strategic vision, specific goals and organizational design.
Nagy has led or participated in 27 merger and acquisition transactions. He is a strong advocate of coaching and mentoring less experienced team members and is trained in and a practitioner of Lean Six Sigma management concepts. His tenure before joining Blackwatch includes AT&T Bell Labs, Computer Associates, and American Systems.
Nagy received a BSBA in marketing from Madonna University. He is a Lean Six Sigma black belt and ITIL 4 Foundation certified.
